By reserving a specific percentage of federal R&D funds for small business, SBIR protects the small business and enables it to compete on the same level as larger businesses. SBIR funds the critical startup and development stages. Since its enactment in 1982, as part of the Small Business Innovation Development Act, SBIR has helped thousands of small businesses to compete for federal research and development awards.

FAST - The Federal & State Technology Partnership Program (FAST) is operated by the Virginia Center for Inovation Technology (CIT). The goals of CIT's FAST Program are to support state-wide education of SBIR and STTR grants, increase the number of successful SBIR and STTR applicants in Virginia, and to support commercialization efforts of SBIR and STTR technology. The FAST program offers financial, training, and educational assistance for the preparation of SBIR & STTR applications.
